Steve might be an avatar but he is also widely known and recognizable as any of the characters you mentioned.I think the difference there is that Villager, as well as the likes of Robin and Corrin, are just ordinary first party Nintendo characters. They don't need to be a big deal.
Third party inclusions on the other hand should be, I think. Nondescript avatar characters like Steve and Monster Hunter just don't feel like appealing guest fighters in the same way established characters like Snake, Sonic, Mega Man, Pac-Man, Ryu, Cloud and Simon all do.

I'd be conflicted if Steve got in - a lot of kids would be very happy, but I'd rather Notch not get celebrated in Smash.

I know Undyne or Papyrus or Metaton would be a better thematic fit, but they will go for Sans if Undertale is represented (big IF) because he's the most iconic character in Undertale.

Hell, previously non-combative characters like Wii Fit Trainer and Isabelle can join in. People clap at the end.Isn't that just because of memes? If they're adding a fighting character from Undertale, then an evil player character/Frisk with glowing eyes makes the most sense maybe.

Metal Gear Solid aside...I still feel like its easier to hand wave characters like isabelle fighting because their games didn't have a very overt anti violence theme
