Is there like a time limit without the crown to remove the effects?
No they wouldn't. Nintendo owns the rights to Bowser and Peach. The fan artist is the one using their characters in the first place.
Given that the crown is pink with white spots I think it's pretty much always gonna be a Toadette exclusive thing. Supper Mario Broth pointed it out around the time but it's basically an expansion of the Super Mario 64 DS hat transformations, just with more a fusion bent.
Either way, even if they did an official Bowsette, there's no way she'd be as... voluptuous. This is Nintendo we're talking about, after all. Though the original piece of art isn't as wild as some of the later ones.
The Bowser Jr here is awesome.

Peachette happened, somebody made a one-off joke comic about Bowser using it and people went crazy about that design.
When I saw the original comic I thought the concept was cute, so I'm really glad this blew up. Lots of good art has come out of it.

If the crown had simply turned Toadette into a human girl but not a clone of Peach, there might be fanart of a human King Bowser not Peach with some Bowser features

But that exact look of the fusion would be considered a different design, yeah? If not then you'd be right, copyright protection would apply and they could do what they want with the design (again, they won't though).
