It's probably done by the lowest-power ARM processor they could find to cut costs. Same for the controllers. Not including Dualshocks fuels my early morning cynicism. And my wallet.

Lack of Dual Shock replicas instead of basing them on the very first PS1 controllers is an odd choice, as is not saying what the other 15 games will be. R4 seems to have slowdown that wasn't there in the original PS1 release.

No dual analog huh? It's going to depend on the games. If all 20 are already PS1 classics, I'll pass as I still have my PS3 hooked up and with classics being $6 on average it wouldn't be a big savings over buying them all there.

Watch next year's PSOne Classic Vol 2 ( white and rounded edition ) have the DualShock controller and come with another 20 games that support it.
