The reason they chose Jigglypuff is due to marketing and the popularity of the anime and Pokemon in general. Puff being close to Kirby's form is another convenience from a development stand point, but it can't be the reason she was included in the game when there's so many other popular clones who could have been put in.

I guess they pick whatever is (one of) the most popular games in the series and put that main character in Smash. FFVII made JRPG's kinda mainstream back then. For Dragon Quest you could see Dragon Quest III as the same thing. That game was so huge (not talking sales though) and its main character is very well known. We didn't get 16 Robin/Corrin/Olimar/Alph etc. For Mac, I don't get why he got 16, but it certainly seems like an exception to his rule.
