That's not true, last year was the only time they announced it early.
2014: 10th October
2015: 14th August
2016: 27th September
2017: at E3 press conference pre-show in early June
This is a fantastic write-up; separating new announcements from the updates is really useful, with respect to parsing how much fresh content gets revealed at TGS every year.
This year might be up there if Sony delivers on unannounced IPs/projects.

I just want confirmation the new disaster report is not dead because of the recent disasters. It would be a shame... There is a lot to learn about ourselves in this.
There's no need to worry. If you follow the game's Twitter (@zz_granzella), you'll see that the recent disasters had no effect on its release. They just did a hands-on event in Osaka on Saturday (Sept. 8) and have tweeted that they have another one happening in Nagoya next Saturday (Sept. 15).
I planned on taking the day off to watch this. However, I don't have any wifi in my apartment lol, which means I went to work. Hella excited though, Im HOPING for something Sony Japan that isn't VR, side project. Im talking Knack, Im talking Last Guardian type of game.
Hoping for a Sony Japan JRPG, something something gravity rush, yakuza 3-5 news, hypest dream (won't happen lol) is a mention of RE3 remake or rerelease lol. Expecting Big Hero 6 trailer for KH3 which Im stoked for.
Wonder if Sony will show of their first parties for Japanese audiences. Death Stranding feels logical (however they have their own stage thingy), what about something Days Gone (next exclusive), Last of Us or something like that. Detroit got that sweet as JP dub last year if I remember correctly

yeah I mean they could have a trailer today and a live gameplay demo at 22nd.
There is live stage event for DMC5 and RE2 where they will reveal latest information for those games.
There is countdown in youtube stream, and it says beginning is in 20 minutes - that's 30 minutes before official time, so maybe they do have pre-show.
And mostly Shadow Of Rome. I bet many never heard of this awesome game.

Well it was released late into the ps2 lifecycle. But yes it needs a remaster too. I remember the voice of raiden from mgs2, quintin Flynn, talking for one of the characters I believe. Great hack and slash and stealth gameplay from what I remember.
Holy crap I completely didn't realize that it was today! And in 6 minutes! Well now I'm glad that I'm still awake at 2:50 AM lol!
