yes this was in Pokemon Yellow. Pikachu can also learn fly
and no, eevee gets nothing

That means winning gyms teaches hidden techniques? If its starter only that implies you're flying/surfing around the world on top of your eevee/pikachu which makes little sense.

I suspect it's
- trainer obtains Lapras
- trainer teaches it hidden technique surf
- surfing lapras
So the starter only thing is clearly wrong in that instance, even if the screenshot shows the trainer surfing with pikachu.
