I don't know what the given reason is, or if there is one, but what drives me nuts about the Dragon Quest midi music is that you can spend a couple hundred bucks and get a suite of software instruments that sounds like something approaching a real orchestra and would fool less discerning ears, not to mention all the professional tier software that's out there. No soundtrack should be sounding like that in 2018, unless you just want it to for some inane reason.

there's probably a questionably "phoning it in" component, but my understanding is he also absolutely does just want people to go to his concerts and buy the orchestral soundtracks because he makes all that money
I'm sure using MIDI to begin with is a nostalgia thing but
as someone whose prior DQ experience is uhhhh Rocket Slime, it's gonna be weird
The DQXI soundtrack had me so annoyed I bought the PC version hoping someone will mod it out to put the orchestral versions in.
it looks like the orchestral soundtrack has several songs from the game combined into one track without distinctly cutting between them, so they'll need to be edited into different songs somehow, and there's also reused songs from older games that may have their own orchestral versions that'll have to be sourced
so it might happen but it's not gonna be a smooth experience, at least at first
