I think it would be, but I would personally be okay with it and you would have a lot of people pretending it wasn't shocking in retrospect.

I don't think it'd be surprising if they weren't included at all, but I could see Spring Man and/or Ribbon Girl as DLC.

Yep. I had thought Captain Toad would force their hand to include him in Smash. Captain has a more defined personality, is the star of his own game, and carries a ton of unique attacks and actions complete with a unique gimmick.
Alas it wasn't meant to be.
Being completely honest here, I personally see Goku as being in the same ballpark as Dark Pit and pretty much no else playable in terms of how cool he would be. He's just always seemed like an obnoxious and boring pick to me.
Everyone underestimates Toon Force and Goku has to die before he beats his opponents sometimes

I think we would all rather see Vegeta or Piccolo or Freeza but you gotta be realistic here.
I think Adult Goku would be lame especially since Fighterz squeezed so much out of Goku as a fighting game character. Kid Goku would be legit

My personal headcanon is that less funny Goku fans are actually chanting "Go Q!" and are wondering how would Sakurai handle such a ridiculously powerful character, since Star Trek everything is the original series now.

Well we're not getting One Piece or Jojo characters before Dragon Ball, think of the audience.
It is kind of weird that Coo is so much more popular than Rick or Kine.
Launch wouldn't be surprising. If they don't get in the game at all as DLC then yeah it would be surprising. The game didn't do Splatoon numbers but it still did pretty well and had a lasting appeal thanks to it's updates. Plus the ARMS characters would lend themselves well to movesets.

Chun-Li would be way better as a second SF rep, but unfortunately for her, Ken is an easy echo fighter.

Chun would be very interesting in Smash, especially if they gave her the air lightning legs shenanigans she has in the Versus games. Shame Ken (or Akuma) are easy echoes, though. I sorta expect Chun as an assist.
