That reads more to me like Microsoft Studios is publishing them on Steam (as they have with other games before), while THQ Nordic is handling the retail releases.

The article doesnt say THQ Nordic are going to publish them on Steam, it says they're going to be released on Steam and that THQ Nordic will distribute some physical editions, which is rather different?
They did this with Ori and Quantum Break too, and on neither of the titles are they listed as the publisher on Steam, MS will publish and THQ will make some nice stuff for people who like discs.

Insomniac commented on a pc port and it seems that they coded the game in a way for console specific hardware (someone correct me if i'm wrong). The X enhancement is difficult, let alone the pc port.
Not gonna lie if they put Viva (1+2 and even this) on Steam or even the windows store i would buy 20 copies each. Some of my favorite games of all time and the modding potential would be amazing.
Oh i'm aware of this classification. However, there was this Insomniac AMA on here or Reddit and a developer said something about a pc port being a tough job. Can't perfectly paraphrase him right now; Things could've changed in the meantime and for the sake of more people able to enjoy this game i hope that's the case.

Our engine code is several years developed from Sunset Overdrive, and to re-open that project and try to piece it in there, on a new piece of hardware, plus all of the testing and resources going into it, isn't something we're able to do in house. Right now everyone here is focused on Marvel's Spider-Man.
Guess that means Sunset Overdrive won't be on Steam anytime very soon, even if that PC version is actually coming.
