It may surprise you, but sometimes, I state exactly what I think.
I think the copying should have been obvious, given the proliferation of "Shrek is love, Shrek is life" meme.
The part where you toned it down is scary though... and I don't even dislike the Shrek movies like most of people I see on RE do. I'm not googling the original now, no jokes.
Originating from GT which is a sequel to Dragon Ball Z, he is the fusion of Android 17 and Hell Fighter 17.
Super 17 has Android 17's personality and attitude though Hell Fighter 17 is the one in control of the fusion most of the time, resulting in Super 17's evil tendencies.
Like Android 17, he believes himself to be the Ultimate Android and seeks to prove his superiority by killing Super Saiyan 4 Goku. Due to his power and strength being more than enough to prove his superiority, he arrogantly dismisses everyone as inferior to himself, in a manner not unlike Dr. Gero's other attempt to create the strongest android, Perfect Cell.
His hair is beautiful which Sakurai will appreciate because he has beautiful hair too.
His moveset potential is endless because he has unlimited ki and can absorb attacks + he has a gun arm which is practically Barret from Final Fantasy 7 so that means Super 17 is a FF7 char and if Cloud got in so can Super 17. There's also a 7 in Super 17 and FF7 so that further strengthens my point.

My leading theory right now is that he has spent a year in post-communist anti-freeze fan clubs, being annoyed at his post-Smash 4 nickname "Eta Ridley".

I was joking in general but if you want to be serious about this. There are really some reasons why some members aren't fan of SmashERA discussions but honestly it doesn't bother me because I like to see many different opinions between Smash communities, which is better than getting stuck in echo chambers all of times tho.

I don't think Kamiya was saying that Dragonball is bad, he's saying that it's not old enough to be a classic. All of the anime he listed were from the seventies, except the one that's from the sixties.
