You know when I was reading the OP I was under the impression that the person was young around 18-25 years, not someone in her mid 50s. She's clearly deluded and think that she can get rich quick via Instagram.

I am sorry to say but other than taking away access to her account, she's determined to ruin herself which in turn is going to ruin you and she's clearly not listening to reason.

You have four option;
  • Bail out,
  • pretend to be the scammer and take the money and show her that she was being scammed,
  • find a way to take control of the rent money.
  • do nothing,

Because the animé character is 50 years old but just looks young.

Mid-50s. Not uncommon for symptoms of age-related neurological disorders to present themselves at that point in life. Obviously, not saying definitively that's what's going on. But something to consider.

And I get that you're trying to safeguard the rent and your actions have probably saved her from financial ruin, but cancelling her debit card and being enmeshed in this struggle with her. And her yelling at you from another room to give her ride. It's all so messy and sticky. Like a dysfunctional sitcom family.

Is there a reason you can't just get a replacement roommate? Is it because your brother and her are/were sex partners?

What about trying to transition her to starting a YouTube channel?

She sounds set on being internet famous but at least YouTube has monetization methods built in unlike Instagram. She probably still won't make it big, but at least she'll stop trying to find sponsors for her Instagram page, which just sounds to me like just a step up from trying to monetize your Twitter account for all the insightful and hilarious tweets you think you make.

i feel like even if you convince her that this is a scam, if you keep her as a roommate,you'll be 6 months away from hearing about her new greatest business opportunity, Amway. this really seems like the kind of relentless optimism that would lead someone to try and convince themselves that MLMs aren't pyramid schemes.

I didn't, we (and a banker) convinced her to after she called to check her Balance (Thinking that the other "Country Singer" who had "sponsored" her had put $1,000 in - When he was probably more looking to just drain her account and run) and had her mention she had given her Debit card info to someone else.

Now, thankfully I found out now that she accidentally (best accident ever) gave the scammers the wrong name on the card by using her maiden-name instead of her current name she actually has on the card. That at least bought us an extra hour or two before they wised up.

That's probably true. I think tech plays a big role in this. My dad almost got fooled by people "calling from Microsoft" telling him that there was a virus on his computer. Some people are gullible when it comes to technology.

do we know the age spread on MLM victims? i feel like the stereotypes there are equally "naive youngster" and "stay at home parent." it kinda just feels like there's a portion of the population that's vulnerable to claims of "This is YOUR CHANCE to become fabulously wealthy."

Yeah, this one may not end well. You're lucky the lease is only for a few more months and you can probably make it to the end of the end of it without too much hardship if things get too goofy. My advice is to get ready to move to a more affordable place or find a more reliable third roommate.

Not to generalize but if she's 50 and still falling for scams like this there may be no talking her out of this. Some people are just textbook cases of the type of folks who fall for these MLM get rich schemes and associated scams over and over again.
