There's nothing they can do beyond calling out what they see as wrong around them, and even then that's not always a guarantee that anything will change.
The system keeps itself alive by preserving the status quo and that's not the fault of any -one- individual. It's systematic.
I understand your frustration. All this is head-splitting and annoying, and it makes you feel powerless, but change will only come once all the little sparks go off one after another to create a fire that will burn all the wrong that's been amassing.
So it's important we all do our part in recognizing the injustices and call them out wherever we see them. Wether you're a cop or just a civilian. I guess, specially so if one is a cop; it's important that you stand for what's right and help make things right.

This happened in Biscayne Park. Total population is only around 3,200. The entire police force is just 12 guys. Yeah, it's located in the state of Florida. But the police departments in the United States are local. It doesn't matter what state it's in. It's a small town.
And you know what the sad thing is? If you framed this story as another group of stupid, incompetent small town cops harassing people just to power trip, plenty of people that are getting mad right now about cop haters would back you up. Almost everybody that's driven though a piece of shit place like this has some story about getting pulled over by a fucking wannabe hometown hero. But this constant rhetoric of, hey look what these cops did. Clearly, all cops in the United States, a huge fucking country with constellations of police departments, must all be bad. Not to mention, in this particular case, it was some of the other cops that spoke up about it.

Shit like this is happening all over the country. Additionally, look at that drug unit in Baltimore that was busted or Chicago where they had a whole unit of cops convicted of planting evidence. Their is a clear law enforcement issue in the country. That's not to say EVERY cop is bad, but we have a lot of evidence that there are a hell of a lot of bad cops everywhere.
Apparently the LAPD and the NYPD are small town police departments. I don't know why people were up in arms over stop-and-frisk when it only affected a handful of people in a small town. Systemic police oppression and racism doesn't exist in the big cities lol. Nope, just in small rural towns and such. All those stories of prosecutors working hand-in-hand with the police to wrongly convict innocent people? Small town prosecutors. Big city prosecutors are all good and the police they work with are all good and clean.
Remember those St Louis police officers who were chasing a car that then got into a crash, which they then proceeded to pummel the wrong person, and then their chief said they're will be no charges because when they were beating the innocent man they were beating him in good faith? They must do it regardless. Otherwise, they are not good cops.
There are certainly individual cops that need to be called out wherever they can be by these so-called "good cops." Even if it won't effect change on a systematic level, these good cops are obligated to do it.
And it is the responsibility of these good cops to be the ones who ignite those sparks. The onus is on them more than it is on anyone else.
You "guess?" These people knowingly signed up to be members of an instution which is okay with having fucking Ku Klux Klanners roam the streets with badges on. There was literally a thread recently about a former white supremacist who said that his white supremacist organization specifically targeted the police force as an end destination for their members. Don't fucking lump civilians in with cops; the latter have a FAR bigger responsibility to be calling out injustice. THEY are the ones who should be on the frontlines, protesting and combatting racism. But, considering the reality we live in, how naive of me to think that.

there are worst afflictions than people not liking you for being a cop. This is one situation where I don't feel bad at all telling you to suck that shit up.
If it were up to me, there'd be a centralized, federalized police infrastructure. Every officer trained the same way, in the same facilities, paid by the federal government. No more local forces. All arrests would be monitored and audited. Background checks would be required. Cops would have it drilled into them that they serve the law and must uphold it equally. No more room for these stupid little ingroups to oppress our citizens. I'm tired of outrageously incompetent fuckwits ruining peoples' faith in the law. Right now, we don't just have bad apples. We have bad barrels. It has to stop.
