It's Loki, the rogue Asgard that cloned O'Neill. Mostly because he cloned O'Neill.

Not really my favorite, but I just got to the episode with Kvasir in my SG-1 rewatch.

How can it be anyone other than Thor? He did his best to help out Earth and be a supporting voice for them with the rest of the Asgard.
