POE 4.0 is not coming anytime soon. Their version numbers follow the semver, so after 3.9, there will be 3.10, 3.11, and potentially 3.12 before 4.0 sometime late 2020.

Also lol at "not able to compete with GGG". Diablo 4 will sell 30+ million copies. They just need to support it better in the years after it launches and that's something Blizzard can fix as they excel at post launch support in other titans such as Overwatch, Hearthstone and WoW.

No. D3 sold 30+ million because of lack of competition (remember, POE was just out of alpha/beta back then when Vanilla hit), and by the time the expansion came, POE already retained a more active streamer base. D3 is not that exciting long-term, which is proven by the fact that even between multiple console releases and 30+ million sales, Blizzard did not keep staff around for a serious post-launch update.
Check out interviews with Blizz insiders during the mobile Diablo fiasco, and you will see that Blizzard lacks the developers who would actively want to go against PoE. They are genuinely interested in mobile titles nowadays.
No. Diablo 3 sold 30+ million because Diablo is a massive, massive brand with a huge Worldwide following.
I can assure you PoE isn't a huge concern to Blizzard despite it's success. If Blizzard supports D4 to the extent it supports Hearthstone, WoW and Overwatch then PoE wouldn't be the market leader. It's as simple as that. D4 will be built from the ground up as a service with content planned going forward after launch. outside of seasonal resets.
Don't take that as a knock to PoE. I love the game but a much better supported D4 will make for two great ARPG's instead of one.
GGG has done a great job doing what Blizzard should have done with D3.
No, this is usually a WoW expansion year. I'm guessing the big guns will be WoW expansion and whatever is next for Overwatch. I could see Blizzard saying yes, we are working on Diablo 4, but not ready to show anything.

You cant build on top of a broken foundation. D3's foundation was broken by tying ALL skill damage to scale off % weapondamage.
You need talent, will and foundation to build as many layers on top of your game as PoE has done so. It is literally impossible with D3.
For D4, they might need an actual lead developer for it with a vision.
This is a sad but great point.I think as far as gameplay they'll show angelic/demonic versions of five classes, and that'll be the big gimmick, two pre-set variants.
They'll punt on doing anything as deep as D2/PoE on the gameplay front.
The one thing they will do is introduce a cosmetic shop and figure out ways to nickel and dime people - selling additional stash space, etc.
The entire Diablo Immortal fiasco was funny but let's be real, Diablo died with LoD. We're just getting Diablo-flavored Gauntlet now.
