Digital games allow people to play them while it's still downloading. After downloading 20.65 GB, the user can launch the game and play up to a certain point. The game could finish downloading while they're playing and they can continue on but if it hasn't finished downloading then they'd be hit with a message denying them access to the rest of the game until it is downloaded.

I think some physicals discs do the same. They load what is needed to start the game and then dumps the rest on the hard drive while you play but that is much faster for a lot of people who don't have crazily fast speeds.
