If it was a huge success, they wouldn't have done those things.The studio that made it had troubled development that meant they had to bring in senior devs from Austin and Edmonton which meant they had to delay Anthem, DA4 and change expansion plans for SWTOR. Making dlc would have delayed their other projects even further. Montreal was put into EA Motive to work on their new IP, I think they probably thought they weren't ready to lead their own project after the development troubles
It was one of the top selling games of 2017 and was mentioned favourably twice in two EA investor reports which they legally are not allowed to lie in, the game made money.
