I'm unfamiliar with it, but Dr.Web sounds like a URL-vetting service. And some of those services just don't recommend "unknown" sites to protect users. I'd guess that's what's happening here.
Web of Truth/WOT, a similar community-driven service of vetting URLS (which acts as adware bordering on malware now, don't use it), behaved like that. There were "green" sites users recommended, "red" sites that were flagged for various reasons, and "gray" sites that didn't have enough ratings.
