only Mr Satan could convince all of humanity to raise their arms
Yajirobe climbed Korin's Tower, could go toe-to-toe with Goku right after Goku fought Tien evenly, and trained under Kami and Popo for the Saiyans' arrival, even if he didn't take it 100% seriously (and afterward Kami said they had all surpassed him like Goku had).
Yajirobe is legit and probably has the most potential out of the humans. He was dodging krillins attacks at Kame's spot like it was nothing and ate some hefty blows from Vegeta. Too bad he's a lazy fuck.

Mr Satan is actually a trained martial arts world champion. Yes, he is not on the level of the aliens, but dude maintains a rigorous training regiment to at least give the semblance of being the best in the world. Yajirobe spends all day eating.
Also he cut King Kong Vegeta tail in Z I doubt Satan could do that

He's below Tien, Krillin, Roshi and Yamcha (I know but Yamcha was supposed to surpass him back when they were training for Vegeta and nappa)
Yamcha has been abusing ground Senzu Beans since he started his pro baseball career we don't know what that's done to him long term.
Yajirobe was legit a monster at the end of classic Dragon Ball. When he was introduced in the Piccolo's arc, he was shown as someone who's almost as strong as Goku.
But on the other hand you have Mr Satan, who was sacred "strongest man alive" even BEFORE he won against Cell, despite the world having seen the fight of Goku against Piccolo. Since then, he has, of course, saved the earth against Cell, and then he gained the respect and friendship of Buu, a fuckin monster born in order to destroy the planet earth, and he was the one who saved (once again) the earth against Kid Buu, asking people to gave their vital energy to Goku. Oh and did I mentionned that his daughter is married to a saiyan ? Fucking legend.
