Personally speaking from experience in a more casual setting, as in people who not quite as good in the game, time is better due to everyone can keep playing without feeling left out.

As someone who plays a ton of 5+ matches and ALWAYS uses stock, I have literally only ever encountered one person who does this (and it resulted in everyone targetting them first for the rest of that session, lol).Every time it's stock with more than 2 players somebody just tries to avoid the fight until the others have been picked off. It doesn't work.
You dont let that happen cause you gang up on the camper while the match is going on.
Time is the only right answer. If you have 8 players and are playing stock, the right strategy is to just run away and dodge as much as possible. With time, you have the objectively better incentive to actually attack and try to smash some other people.
I can't ever imagine playing Smash with time as the mode on. You can never tell who's in the lead and there's just no sense of progression. I've never actually met anyone who likes it more.

As for OP's question, "casual" doesn't really factor into it. It's all about skill level. If skill levels between players varies significantly, go for time. If everyone's skill level is equal-ish, go for stock (even for casual items-on crazy matches).
I don't think the time limit is why people play time mode. It's the lack of elimination.There's always the best of both worlds option: stock, but with a time limit.
That does sound fun, but it also sounds really sweaty and intense, the opposite of casual. Even with imposter tabletop games that are more purely that social aspect (don't need to understand complex controls), the disparity of desire for intensity across players can be unenjoyable for some.Added bonus, since stocks give a clear indication of leads, it can lead to some fun moments of on-the-fly truces, betrayals, and just general SOCIAL engagement even in the middle of a match.
Timed stock. With items on, of course. It's a casual fight, after all. Might even put Final Smash meters on. Everyone loves blowing up half the screen.
I think a time of 3 minutes + one minute per stock works well for casual play. So 3 stock is 6 minutes or so.
