What happened to those "console spec" PC builds from around 2013? Can they play the latest games at console specs in 2020?

idk about a 2013 $500 pc specifically, but you would be fine with a $150 GPU in 2013 and another $150 GPU in 2018

We are actually planning to do this with Horizon Zero Dawn and Death Stranding, multiple GPUs like the 4 GB 7850s, 750 Ti, 4 GB 670s, etc.

Can the 2015 "PS4-like" PCs run the latest PS4 games at the same specs a PS4 would (resolution, framerate, effects)?

In other words: was it bullshit or was it a fair statement back in the day?
