There is no way to increase prices for oil (which is the only thing that would back major Canadian production) without decreasing supply. But if Canada did that alone, then other countries just pick up the slack. There is no way for Canada to unilaterally increase the price of oil, and thus bring back the Canadian oil industry to where it was 10 years ago.
