It's a plausible way they could try to manipulate the results and I qualified it with a "probably." I'll try not to express too much confidence in that specific bad outcome but I don't think it's a fundamentally unreasonable fear to have.

So since Grant rescinded the pardons before they were presented, there was no opportunity to accept/reject and the pardons were not final.
George W. Bush rescinded his pardon of Isaac Toussie on a similar basis in December 2008.
There is still some controversy around the very idea of rescinding pardons, with some arguing that the act of a president signing vests it and cannot be rescinded. But that's the state of current law.
