Matt Gaetz, out of quarantine, says on Fox he held onto the phone of the CPAC attendee who tested positive. After he rode on Air Force One, Gaetz said he was taken right away to Walter Reed and tested for coronavirus, and it turned out negative.
That's not really fair.
They do not have the tests and have limited capacity to run them. Every test at this point needs to go to somebody who is likely positive and in critical condition.
This is on the CDC and the horrible administration. The testing could be done on a massive scale within the American healthcare system if they actually had tests and got labs ready to process them. Testing will soon be free even to the uninsured, but that's going to be meaningless when we still have so little capacity to actually do it.

The issue appears to be on specific language where both sides thought there was agreement, but a snag came up on the regulatory side of things re: the paid leave provision.
Sounds fixable, but honestly nobody seems to have a clear picture at the moment.
