Not really. The word mandatory in this instance is predicated on the use of the word voluntary in previous buyback policy. Agonizing over whether or not it violates the fourth amendment to truly earn the "mandatory" moniker is purely pedantic and just playing politick.

That's a fantastic point by Castro. A mandatory buyback could easily be abused against minorities.

the police honestly should be turned into more of a fire department. And honestly there needs to be better communication in dispatching And reporting. Dispatch should be asking if anyone is in life threatening danger from another person. If not, the first responder going to the door shouldn't even be allowed to be carrying a firearm.

Okay, that was a good answer from Castro on why he doesn't support a mandatory gun buyback. Tying that into police brutality and people, particularly blacks and other minorities, not needing more reasons to have cops who they already mistrust knocking on their doors when said cops are already killing them for no reason was good.

Sigh I thought you were joking...there's an obvious difference between a law compelling the government to do something (which all laws do) and a law compelling members of the public to do something (which only some laws do). We only call the latter "mandatory."
