What continues to be genuinely destabilizing, is standing back and remembering that over 60 million Americans voted for him despite that. And that most of them support him more vociferously now, than they did in 2016, in spite of everything.

If you're Obama and you're delivering this kind of voir directs... you'd be stupid not to take advantage of it as Trump.
Aside from the unshakeable 30% of America that will believe "Yeah! It's not his fault! I too believe it's always the President's fault, unless it's Trump then he's never at fault, and I'll hit you if you make me explain how that makes sense", will these kinds of statements be enough to make the other 70% of America think "Maybe we shouldn't reelect this guy"?
