That is correct. The President can only pardon federal crimes. He can't pardon state crimes.

Well, yeah. But Trump seeing that mediocre attendance, at a rally...in Oklahoma. I think it was a wake up call to his ego that he's actually not as politically strong as he once was. He knows for sure that the odds are against him at this point. Attacking Clinton worked great. Attacking Biden doesn't really have much affect. I absolutely do not think his ego could concede defeat. I do worry that if he did, someone like Romney would take his place and make the race much tighter because of the independent vote. I don't know who else could do that; Pence, Cruz, etc. wouldn't swing things in the GOP's favor.
