The state of Xbox Gamepass on PC - January 2019

They announced a few weeks ago (Im struggling to find it as I forgot the name) a new simpler way to create UWP versions of games with a new and better tools and simpler/deeper APIs for xbox live, that I read as a potential repush for Play Anywhere (along with Xbox Mouse & Keyboard support).

Can anyone remember this news? think it came on a windows side announcement.

I wonder if the Steam + Xbox rumors are actually Steam providing games for a PC Game Pass since the W10 store is so limited and has yet to get Xbox BC.
