You can't play or download Tetris 99 without a subscription to begin with.
Don't bet on it. You can download the game and iopen it, and will check if you're subbed to go onlione. happens to all Switch games. Seems like this is an option for people wanting to play 99 but not wanting to play for Nintendo Switch Online.
Yes but that's different than not being able to download. You don't need a subscription to play the offline DLC
If you buy the DLC, you can play offline without a NSO subscription.

A basic offline tetris mode that's in pretty much every Tetris game and a CPU mode as paid DLC? Naw, I'm good fam! Wake me up when some crazy shit is released as DLC.
The $9.99 is a for season pass. The eShop lists a 2nd DLC pack coming at a later date.
You never needed NSO to download Tetris 99. The game checks your membership status at the start of the round.

Ah okay, I figured it would be doable for not so great players, too.
If it's like other Nintendo games it'll probably just come as a free update for everyone later down the line

Offline with family and friends and ai sounds like it'll be fun. How exactly do you do 99 tetris with 2-4 players offline?
You have to do 50 games minimum while staying out of the bottom 9 in the us. I doubt that will take more than 2 hours to do. Getting 100 games done in th EU might be a huge grind.

I don't see it mentioned in-game... but the game hasn't updated, so it may be added later. It is in the eshop. Check out Tetris 99's page. It listed as DLC.

You got it the wrong wayt around, mutantmagnet.
In the US you need to place above 80th 50 times to get 100 points. If you place below 80th in a match then you get nothing.
In the EU you're guaranteed to get the 100 points by playing 100 games at most as you get a single point even if you place 99th. Theoretically you could just get into a game, make yourself lose, and then repeat that 100 times and you'd get the skin.
