I don't know, are they? The article is very vague on their exact plans other than that the company that owns the assets now is called "LCG Entertainment" and their games will be published by "Athlon Games".

Athlon Games' Chinese parent company also acquired a Chinese film studio earlier this year, one of the goals being to create 'narration-based adventure games ("Motion Video AVGs")'. Sounds like there is some synergy with Telltale regarding that.

Good. It was always a good concept, but overexpanding wasn't a good idea. Hopefully they'll handle it with more caution.
