I also need to see more to know if this level of budget will remain for the rest of the show. Some CW shows do this, such as Riverdale, where the first episode of the show looks fantastic and it's all downhill from there.

It's still a CW show, and one that has to depict various superpowers at that. Don't get your hopes up, especially if it's as long as Flashy/Arrow/Supergirl/Batwoman
