They bought studios that were already working on games that would have released on PS4. It's excatly the same thing. Bleeding Edge would have released on PS4 for example and was already in development when Microsoft bought the studio.
Putting money out to make sure that your plattform gets exclusive stuff is a legit and common market strategy for plattform holders and ecosystem owners. Be it timed exclusive or permanent.
There is nothing inherently wrong with that. This is called competition and is exactly the opposite of "anti-consumer" behaviour.
