Nope. But on the right path in regards to game-type - it's a point-and-click adventure.

The 3DS version of Xenoblade Chronicles?
That's not right either.
Hint: This game has a top-down camera angle most of the time, so it's not really known for its skyboxes.

24 hours later and not even a single guess, so ill throw out a couple hints:

-None of the areas featured in this screenshot are actually able to be interacted with
I initially thought it was that Wii U tech demo, but after those hints; is it Senran Kagura: Peach Beach Splash?

Another hint: This game has a day/night cycle, so a lot of people might have missed this skybox as it's only visible for a short length of time and only if it's currently night.
This skybox is used for two locations in the game (as far as I can tell.) This is the first area where you can see it; the second area has a large (and fairly distinctive-looking) building blocking the view.
It looks kinda familiar...but I can't put my finger on it... Is it an NES game?
