I don't have an answer but I feel I should know this. Looks like a NISA game. I first thought it was Vanillaware but I couldn't spot it by looking around.

I saw Judgment Rites pop up when I did a search for 25th Anniversary (played this back in the 90s and wanted to compare a screenshot to see if I remembered it correctly). I didn't realize it was its own game but I didn't look into it deeply. I just saw the title on a picture that seemed to match the same art so I figured someone made a custom campaign or something.
I'll give it to you. I didn't expect anyone to be able to identify it. (It's the Jaguar version, running in an emulator.)

You are correct. It's also one of my favorite games from childhood as well. Though the combat is clunky nowadays, I still love the story and atmosphere of the game.

A game i had way more fun with that I expected, and actually finished in just a few sittings. Though i did use a guide in parts. A part of me thinks its a bit too obscure a picture, but then i remember who i'm dealing with :). Sorry for the rather low quality screen shot.

It somewhat resembles the flying enemies in Demon's Souls (and later the Storm King boss) but I don't remember them being blue in color... It's worth a shot! :)
