I don't believe this for a second. If Xbox One X can do 4k native vs 1440p on PS4 Pro with 2TF difference then the PS5 wont have any problems with 10TF vs 12TF.
To answer the second question first, the difference is imperceptible if the correct reconstruction techniques are used with a lower internal resolution, while freeing up significant resources to put toward other aspects of visuals.Few questions:

That really makes it sound like the leap from PS4 Pro to PS5 is just getting a SSD but I guess we'll see how it plays out.
