I know Juelz Santana has a bad rep after being outed as a "crackhead" but he has some crazy bars and is an underrated rapper. He's full of those "did he really just try to rhyme that with that?" moments but he pulls it off.

And for modern day you have G herbo who's another underrated rapper. He has radio hits and people know of him but not enough people put respect on his flow.
