I'm in the UK and it's available here, but for some reason it shows up towards the bottom of the list, rather than at the top where you'd normally expect to find the new additions.

I checked as well, have it for PS3 but is coming up to pay for it instead of free for me too (Ireland). I've seen a few people on Twitter complaining about it as well, so I don't know if it's a region thing or what (most likely EU if it is). People were @ing the UK ask PlayStation so they are aware of there being an issue.
I had to "buy" it for free unlike with Q2, but not sure if that was the launcher being weird.
I didn't have a buy option, so I just installed it and hope that sticks. :p
Recommending Quake3e as a great modern sourceport with Vulkan support to use with it. Just unzip it, copy your pak files to the baseq3 folder and you're ready to go.

You can do it through the console. The command is /com_maxfps XX, with XX representing your desired framerate.
