I've been reluctant to look into this 5 page chase thread because I think when I do I will end up ruining it for everyone.
You could build a new PC and this will still be going.
At this point I think I could go to bed and sleep in extra and this will still be going on when I get up.
They are afraid he is armed, so they will let this go on all night to keep the officers out of danger.

They've said the guy is a suspect in a previous shooting and is likely armed, and it's a gang unit tailing him. They aren't going to do anything risky, they're going to deal with it passively until he gives up.
