How about increasing the amount of artists and animators in game freak? Its not like they cant afford it as they have one of the biggest IPs of any media.

Obviously GameFreak wouldn't make new animations, that's The Pokémon Company's job.
The attacks are as close to being plug and play as they can be since the Pokemon themselves rarely do a unique animation for them
