Base it on the Damnation storyline. Las Vegas is destroyed and Dr. Strange uses magic to bring it and its citizens back. The cost?
Mephisto comes along for the ride. As ruler of Hell, he had claimed the destroyed city and the souls of its residents for himself. Strange's resurrection of the city stole something from him and now he wants it back. Mephisto goes full on casino-owner. Sin City is living up to its namesake and Mephisto is reaping the benefits.
Strange challenges him. The whole game is a 2D-Metroidvania set inside the "Hotel Inferno" casino and resort. Strange loses access to many of his spells and tools upon entering in the classic "abili-tease." Strange has to work his way up to the top of the building, where Mephisto has taken residence. He'll slowly regain access to his abilities throughout the game as he defeats Mephisto's loyal servants and frees souls from damnation.
