Okay so, Dragon Ball is arguably even bigger in Central and Latin America than it is in the US, with public screenings of the last few episodes of Super because the hype was that absurd. Back when Ultra Instinct was first floating around in particular, the reaction of a pseudo-canonisation of 'Goku Blanco', which had been - as I understand it anyway - a way of referring to the 'Super Saiyan 5' design that was done up as an April Fools joke for the purported sequel to GT, called Dragon Ball AF, really set the regional fandom aflame.
Subsequently people went nuts with joke transformations and characters, to be wholly retained in Spanish names as part of the joke

Same type of humor as Chuck Norris and Shrek memes, take something that is absurd enough that no one will mistake it from being a serious premise, and then act like it is gospel and never acknowledge its silliness. There is real demand for worshiping things ironically in the internet.
Shaggy because there were memes about him making fun of the idea of power levels in Dragon Ball, and they just kept the ball rolling and got mainstream.
I always felt than the Gohan Blanco was born after a mexican db fan page posted spoilers of an upcoming Super of episode showing Gohan with his untapped potential, calling him "Gohan Blanco"
From there, the joke gained traction thanks to how fans love to came up with bullshit powerups and weird discussions of "who would win" between x and y character. Casual fans don't know about Dragon Ball AF, but the SSJ 5 design always appeared on street markets selling bootleg posters of Dragon Ball with that design, which also worked as fuel for those bullshit rumors that kids loved to say about upcoming spoilers for Dragon Ball Z/GT
