I can't decide if everyone (besides Chris) looking older was a side effect of everyone having to apply their own makeup rather than rely upon professionals... Or if it was a conscious decision to follow up on the crazy time skip in the last season. I'm guessing both but you never know with Parks & RecAdam Scott? just watched Little Big Lies (season 2 is 2019) and he didn't look old in that.

(Not sure if you missed the beginning, and I hate to explain a joke so dryly, but the idea was that social isolation was getting to him, like each time when he was between jobs in the show. He was wearing his Letters for Cleo shirt, writing a new claymation script, and showing off his Cones of Dunshire board. He was specifically made up to look unkempt.)
