I guess they just wanted to get rid of the swear word without actually changing the pronunciation of the village's name. In fact, there are a lot of Austrian villages that went through a "ck" --> "gg" change (or vice versa) in the past, so it's more of a "natural" evolution of writing the name.

Apparently there must be a lot of people who actually like the sound of the name (the u is pronunced like "oo", but shorter than it would be in "Fooking"), but not the "fame" it brings.

I do remember some brewery licensed the name "Fucking" for their beer, if I recall correctly.

The village of Fucking, Austria has decided to change its name to Fugging. Although bemused by how funny the villages name is to foreign tourists, their street signs tend to get stolen multiple times a year because of how popular Fucking is. To finally end the constant tourist-wandering and vandalism, they've decided to change their this January.
Mayor of Fucking said:
Mayor Andrea Holzner told Austrian broadcaster Oe24 that the name would be changed to Fugging from January 1, 2021.
The small community in Upper Austria of around 100 people has been pushing for a name change for years, the German Press Agency reported.
[...] Locals have grown frustrated by the thefts of the town signs by tourists and of people photographing the sign.
The small village largely escaped the notice of the wider world until the birth of the internet, when it was frequently included on lists of the funniest or most explicit place names.
[...] Last year, some local residents used the unusual name to help in their activism, for example, by putting signs above and below the sign to read message like "Our climate is — Fucking — important!" Fugging apparently better reflects the pronunciation of the town by locals. It is unclear what will happen to the current town signs.
