Nah. He's simply terrified, but he's also completely unwilling to deescalate, because that would make him appear weak.

Something forgotten is that when Trump became president, he put up 3 walls pushing people back from the white house fence. You used to be able to go right up to the fence, jersey barriers with chain linked, and then two chain guard fences went up in front of it. Protesters are already about 30 feet back from the pre-trump fence:

You used ot be able to go up to the black fence, for like all of the history of the modern White House, and then they pushed you back with that first chain, then set up a jersey barrier, then another chain, then a small patch of grass, then another chain, to this secondary path.
COmparison, if you ever visited DC before April 2017 you would have been able to walk right up to that fence, here is an example from 2014:

I hope one of the first things Biden does is tear up the barriers back to the original fence. What a gesture that would be.
