I'm confused - what were they all jailed for? Nobody even attempted to murder anyone.
I'd think that hiring someone to murder someone else would count as attempted murder even if the would-be assassin didn't carry through with it. It's basically the same as trying to shoot someone and missing. Someone made an effort but botched the execution. Everyone in the chain except Ling is guilty of that much. Ling is just a conman.

This is exactly what most localization jobs look like, btw (without the murders, obviously).

Oh man this is so true.

I remember the first time I outsourced some terrible looking phone game for literally fractions of a yen.
I think it was like 0.87 yen per character. Heh

This reads like the beginning of a really complicated math problem.

But all four of those individual hit strings will ultimately just wind up coming to the fifth hitman to fake his death anyway. It's lousy hitmen all the way down.
