Yes. It's not even illegal for you to download the ISO (in the USA). You just can't legally reshare copies of it yourself (in the USA).
Actually if you dump the ROM yourself it's morally and legally ok.
There's nothing illegal or actionable about the existence of Yuzu, and that hasn't changed just because someone dumped Dread and put it on the internet.
Some aspects are worse if you're nitpicking, because yes, those textures are made with 720p in mind. But overall it doesn't look worse no.
