You misunderstood what xcloud is to perceive it as something that is separate from their hardware strategies.

Xcloud is meant to enable access across any device but no portable device can play console quality games as competently as the Switch except for the GDP Win and that is simply too expensive. There exists a place to have something that competes with a similar price point to the Switch.

MS had been working on Windows 10 X, a bare OS with backwards compatibility removed. They could use that OS for such a device and work in the Xbox games support for Xbox one game native support then have XCloud for games it can't run.

Doubtful, not even Nintendo can maintain a home console and handheld at this point due to development costs and Microsoft can barely maintain their 1st party, though they seem to be getting that in order now, but it wouldn't be enough of an output to maintain a handheld (plus, as we saw with the Vita, if you don't really try to maintain it by putting your A teams to make games for it, like Nintendo did in the past, the handheld will flop).
