I think it's the other way around. You turn off the lights if you think someone will shoot into the building. At night when the lights are on, it's really easy to see into windows from the outside.

From my understanding, having chatted with people in the secret service, they really do take all precautions and don't make assumptions that everything will work as intended. So turning off the lights would be an added precaution. Plus even if your intent wasn't to shoot into the windows, you could still see people's movements both inside and outside the building more easily if the lights are on.
