Lines are recorded solo for all characters from what I've seen from previous dev diaries, so I doubt that should be a problem. And yeah, Japan will totally get a patch to add notHamura into the game. I'm a bit conflicted at the moment.
Now I feel like hunting down some Let's Plays of the Japanese version to see the original performance, but I don't want to spoil myself.

They likely wouldn't be doing all this extra work if they weren't also planning to fold it back into the Japanese release and start selling the game again.

The person is not erased either, they still exist IRL and their past work exist, this is a "new" product (as in, not the same as the one out in Japan at the moment) which can be altered without including him. Yes, he did work on that creative work, but if SEGA wants to change his character in a localized version, they have all the right, and if the consumption of drug during the production breaches the contract he probably signed, there is no problem there.
If all hiw work was not burnt and his name removed retroactively, yes, it would be stupid and too much. On a localized product which is a new SKU, and basically a new product, I don't mind SEGA saying: "You fucked up, you won't get paid for this and your name won't be attached to it".
