I'll leave this without my own acerbic commentary to start and let his words speak for themselves...
It goes against Trump's current attack ads stating "Sleepy Joe Biden supports the radical left's quest to defund and abolish the current law enforcement structure".
This is going to be a really tough issue for Biden, and for all Dems. I support defunding 100%, but nearly everyone I have spoken to about it categorically rejects it. Even some I would normally describe as very progressive.

Joe Biden is such an awful dude. No surprise here though. His crime bill set the stage for the senseless deaths of George Floyd, Brianna Taylor, and so many other black Americans.

He has to say this. Trump is going to use defund the police to win the election. As long as he supports major changes as president I don't care what he says while running. Defund the police regardless of how it is in reality will lose votes in the suburbs which is the place Trump and Republicans lost the 2018 election and will lose the 2020 election based on the polls right now.
Exactly, all this does even from a cynical tactical viewpoint is piss off actually winnable voters.
It's an attack aimed at swing voters who are easily scared into voting one particular way. They're currently trying to scare them into thinking the left want to get rid of police and introduce lawlessness. CNN's shittiest opinion writer covered it today:

This statement is fine. He talks about reallocating funds to education, social work, etc. That's literally what defunding the police is; he's just not using the word.

The protesters and Biden have different goals outside of forging policy to address the issue. Let the protesters use language to re-focus the debate and let Biden try to get elected, and when he does, we can all come together and hash shit out at the federal level (and keep that same energy for local and state politics as well).

Well if "shooting them in the leg instead of the heart" didn't get the black vote for Biden, I'm sure this will amirite!!!
I think it's a legitimate messaging issue that bad faith actors are using to twist it into "LIBERAL SOCIALISTS LIKE AOC WANT TO GET RID OF THE POLICE!!!"
