What did you expect? He's not going to turn off moderates by using the language of the most vocal protesters.
This statement is fine. He talks about reallocating funds to education, social work, etc. That's literally what defunding the police is; he's just not using the word.

This is going to be a really tough issue for Biden, and for all Dems. I support defunding 100%, but nearly everyone I have spoken to about it categorically rejects it. Even some I would normally describe as very progressive.
