Bowie had these musical characters and at the time he had the Thin White Duke, who was in his songs also not entirely against fascism and kind of a shithead. So Bowie saying that was probably his roleplay, taken to a way too extreme level due to the drugs and the aura of invincibility that I would guess comes with being one of the most famous stars on the planet.

Don't get me wrong, it is a reallyfucked up quote and it was needed and good that he was called out on it, but I do think that Bowie's roleplay as his characters back in the 70's does make it significantly different than what people like Clapton said. Of course, in the end it's all a matter of opinion whether or not Bowie was true to himself when he said that or was playing up a role enhanced by drugs and other stuff since he was a bit of an enigma when it came to his political views.
